Telesat is an Ottawa-headquartered satellite operator serving commercial and government customers through its existing geostationary business while building the Telesat Lightspeed low-Earth-orbit network. Lightspeed is designed around Ka-band communications and optical links between satellites, with ground landing stations, points of presence and customer network connections completing the service path. Government applications include Arctic communications, maritime and aeronautical connectivity, and beyond-line-of-sight command and information exchange. On August 4, 2026, Canada awarded Telesat LEO ULC a C$2.3 billion contract before tax for the Arctic military Ka-band component of the Enhanced Satellite Communication Project–Polar. The service is scheduled for 2028 and covers 65–90 degrees north. The award expanded the planned Lightspeed constellation from 156 to 225 satellites, including 69 additional satellites from MDA Space. Two five-year options are valued at C$214 million and C$218 million. Terminals, ground systems, training and end-to-end integration require a separate agreement; the MDA-led UHF/X-band component is a different procurement. Telesat is developing the partner interfaces needed to turn that network into usable services. Its September 22, 2026 letter of intent with Kongsberg concerns evaluating Lightspeed integration into defence platforms and architectures. A separate September 1 collaboration between Telesat Government Solutions and Cailabs concerns optical-connectivity studies and demonstrations. Both add integration work around the contracted network; neither identifies an accepted combined platform or a new operational service.
