Company
North Vancouver, British Columbia
West Coast Canadian marine prime providing government-ship construction, complex-vessel design integration, conversion, refit, repair, lifecycle maintenance, electronic-systems integration, and program services for naval, coast guard, research, and commercial fleets.

Decision snapshot
Seaspan is a route into Canadian shipbuilding and long-term fleet support, with different entry points for construction suppliers, electronics integrators and sustainment specialists. The 2032 submarine-maintenance extension anchors existing work; HoloShip and the Land-Based Test Site provide concrete design and integration facilities. Future TKMS submarine work remains contingent on negotiations, and the first Joint Support Ship delivery is planned for 2027. A useful approach should name the programme, prime or subcontract role and qualification route.

Organization context
Seaspan combines new construction at Vancouver Shipyards with repair and refit at Vancouver Drydock and Victoria Shipyards. DND identifies it as the builder of the Protecteur-class Joint Support Ships; the first delivery is planned for June 2027, followed by operational trials. Coast Guard acceptance of CCGS Naalak Nappaaluk in November 2025 provides a delivered science-vessel reference, while the polar icebreaker remains in construction. Electronics can be integrated and tested ashore at its Land-Based Test Site before vessel installation, and HoloShip supports immersive design review. Suppliers enter through a prequalification process covering technical, commercial, quality, environmental and safety requirements.
Seaspan's shipyards operate in North Vancouver and Esquimalt, British Columbia. Polar-icebreaker fabrication is shared across Vancouver Shipyards, Victoria Shipyards and the Ark Road facility on Vancouver Island, with more than 55 Canadian suppliers reported in May 2026. Its September submarine-maintenance announcement identifies more than 300 sustainment workers at Victoria Shipyards. Group-wide employment or programme contract values should not be read as available capacity for a specific new order.
Recent activity
Dated Sep 9, 2026
On September 9, 2026, Seaspan announced a six-year extension of its Babcock Canada subcontract for Victoria-class submarine maintenance through 2032. Victoria Shipyards performs the shipyard work while Babcock remains prime contractor. Seaspan reports more than 300 people on submarine sustainment; the subcontract price is undisclosed. This extends an existing maintenance role, separately from its proposed TKMS partnership for Canada's future submarine fleet.

Prepare the conversation
Which Victoria-class work packages fall under the 2032 Babcock extension, and how are specialist suppliers qualified for them?
The confirmed extension is a Seaspan subcontract, while Babcock is prime. Supplier registration is an entry route, and does not establish access to any particular submarine work package.
Can an external supplier use the Land-Based Test Site before ship installation, and what interfaces and acceptance evidence would the ship programme require?
The facility has demonstrated Polar radar and radio integration. Seaspan described external service provision as an option, so actual access and responsibilities need to be established.
What Canadian sustainment workshare and facilities commitments become binding if the TKMS submarine negotiations conclude?
Seaspan has a teaming agreement, but the government describes preferred-supplier negotiations. Contracted workshare is the material distinction for an industrial partnership decision.
