ITPS Canada provides flight-test education, tactical aviation training and aircraft engineering and sustainment from Ontario. Its three divisions are the International Test Pilots School, the International Tactical Training Centre and its engineering and maintenance, repair and overhaul operation. The company reports training personnel from more than 29 air arms.
The flight-test school develops test pilots and flight-test engineers through classroom, simulator and airborne work. Its curriculum covers test planning and risk, aircraft performance, flying qualities, flight controls, instrumentation, data analysis, avionics and certification requirements. The detailed master's-course page describes a 48-week programme with 490+ lecture hours, 118+ flight hours and 39+ simulator hours, using at least 15 aircraft types. Those are figures for that described course, rather than a common syllabus for every customer programme.
ITPS combines aircraft and simulation infrastructure for this instruction. It describes ACAS and ACE systems on upgraded L-39 aircraft for evaluating flying qualities and flight-control systems, with related infrastructure supporting tactical scenarios at ITTC. Its engineering and MRO division supports the company's fleet and offers services to external customers.
Named customer evidence includes the Canadian Commercial Corporation's account of renewed Royal Netherlands Air Force training and a separate five-year fighter-pilot training contract under DND's Air Force Capacity Coalition. ITPS also reports a USAF Test Pilot School support award involving its instrumented HU-16C ATLAS. That latter award remains company-attributed in the inspected evidence.
Training programmes need to be matched to the student's role and required qualification. The school's detailed 48-week master's syllabus differs from CCC's description of the renewed Dutch programme beginning in January 2024, which runs for 12 months for selected experienced military pilots and engineers. ITPS describes Ontario approval for its Master of Science programmes, EASA flight-test qualification and professional-society course accreditation; these have different scopes and should be checked against the proposed course.
ITPS says it and its ITPS/ITTC subsidiaries passed an NFTE review on August 26, 2026 covering safety, quality, governance, operations, infrastructure and duty of care. That status is company-reported in the inspected evidence; a NATO listing naming the campuses was not recovered. It should not be used to infer a new government training contract.
The expansion roadmap is separate from current course delivery. ITPS plans a North Bay fleet of up to 20 L-39s by the end of 2027. Leonardo confirms a firm order for six M-346 T Block 20 trainers, with options for six more, intended to enter ITTC service from 2029. The firm order, options, aircraft deliveries and available training slots are distinct milestones.
ITPS reports more than 200 staff across London and North Bay, Ontario. London supports its test-pilot school and expanding engineering activity; its published address is 2410 Blair Boulevard. The company described ITTC as based in North Bay in its August 2026 announcement.
The North Bay expansion includes refurbishment and equipment for a hangar at Jack Garland Airport, supported by the separate FedNor investment. Planned L-39 fleet growth and M-346 introduction extend beyond the current site presence and should not be counted as aircraft available today.
London, Ontario is the published city-level context for ITPS Canada. It does not imply a street address or exact facility location.
Open the mapITPS combines Canadian flight-test education, tactical training and aircraft support with named international customer programmes. Its instructional offer links test planning and analysis with simulator and airborne work, while engineering and MRO support delivery. The financing package and Leonardo order make the expansion roadmap concrete, but current training availability must be separated from L-39 growth through 2027 and M-346 entry from 2029. Engagement should begin with the required course outcome, existing aircraft access and support scope.

Flight-test education, tactical training and aircraft sustainment
Sep 3, 2026
On September 3, 2026, ITPS announced a C$90 million senior secured credit facility led by RBC and Export Development Canada, with an upsize option. The financing supports expansion in North Bay and London, including engineering facilities, and general corporate purposes. The announcement does not establish full drawdown or completed expansion.
ITPS offers flight-test education, tactical training and aircraft engineering/MRO, with named customer programmes documented by CCC. Course places and aircraft support require programme-specific scheduling. The planned fleet of up to 20 L-39s and M-346 service from 2029 represent future capacity.
ITPS announced a C$90 million senior secured credit facility led by RBC and Export Development Canada on September 3, 2026, with an option to increase it. The facility supports North Bay expansion, engineering facilities in London and general corporate purposes. It is debt capacity rather than an equity raise or confirmation that the full amount has been drawn.
FedNor separately announced a repayable C$1.5 million investment for ITTC's move to North Bay and the refurbishment and equipping of an approximately 21,000-square-foot hangar at Jack Garland Airport. The associated projection of about 60 full-time-equivalent jobs is a project outcome, not a current staffing count. The announcement does not establish amounts already disbursed.
Senior secured credit facility
Sep 3, 2026$90,000,000
ITPS announced a C$90 million senior secured credit facility led by RBC and EDC, with an upsize option, for North Bay and London expansion and general corporate purposes. It is borrowing capacity rather than equity or confirmation the full facility was drawn. Separate FedNor support belongs to the ITTC project and is not added to this facility.
ITPS has current training and support operations, while credit drawdown, hangar work, L-39 growth and M-346 entry are separate expansion milestones.
Degree approval, flight-test qualification, professional-society accreditation and the company-reported NFTE review concern different parts of the training offer.
These records support the organization, its owned capabilities and their reviewed connections. A source count is not a count of independent confirmations.
