How it works
ITPS combines experimental flight-test education, ITTC tactical aviation training and aircraft engineering and MRO. The flight-test curriculum develops planning, risk assessment, performance measurement, flying-qualities evaluation, flight-control assessment, instrumentation, data analysis and avionics testing. Its detailed master's-course page specifies 48 weeks, 490+ lecture hours, 118+ flight hours and 39+ simulator hours, with at least 15 aircraft types. The broader course overview uses different rounded figures, so the customer syllabus should supply the definitive requirement.
Airborne and simulated test environments support that work. ITPS describes ACAS and ACE systems on upgraded L-39s for flying-qualities and flight-control evaluation, with related infrastructure used for tactical scenarios. A dated April 2021 account described four fighter simulators and four adversary pilot stations linked with real-time ACMI, alongside B787 and F-16 variable-stability engineering simulators. That account documents the architecture at its publication date rather than a current equipment inventory.
CCC provides independent customer context: a renewed Royal Netherlands Air Force programme beginning in January 2024 for selected experienced pilots and engineers, and a separate five-year fighter-pilot training contract under DND's Air Force Capacity Coalition. The latter disclosure does not identify its recipient nation, aircraft or course. ITPS separately reports a 12-month USAF Test Pilot School Data Driven Test Course support award using the HU-16C ATLAS, including instruction and aircraft support; the inspected evidence for that award is the company's account.
Engineering and MRO connect the training operation to maintenance and support for its own fleet and external customers. Future tactical capacity includes a planned North Bay fleet of up to 20 L-39s by end-2027 and six firmly ordered M-346 T Block 20 aircraft, with six additional options. Leonardo identifies intended service entry from 2029; those aircraft are not present-day training capacity.

Evidence of maturity
Operating training and aircraft-support business with CCC-documented customer programmes. ITPS reports personnel trained from more than 29 air arms and an August 2026 NFTE review outcome. Course qualifications have distinct scopes; North Bay fleet growth and M-346 introduction remain forward-looking.
Commercial availability
Existing flight-test, tactical-training and aircraft-service enquiries through ITPS. Confirm the customer syllabus, qualification, aircraft access and available slots. Planned L-39 expansion and M-346 service from 2029 should be contracted against their delivery milestones.

Leonardo announced a signed contract for six M-346 T Block 20 aircraft with an option for six more, signed at Venegono. The intended ITTC North Bay service entry begins in 2029 for tactical training of NATO and allied pilots. Firm aircraft and options are separate; the announcement does not show aircraft delivered or current service availability.
