Investissement Québec is Quebec's public economic development and financing corporation, providing investment, advisory and technology-support services intended to increase business innovation, productivity and growth.
Operating context
Investissement Québec combines business financing with industrial and export-development services. Its production-support offer covers process optimization, automation and robotics, implementation testing, integration and workforce training, allowing a manufacturer to connect a technical improvement plan with financing. The financing catalogue contains different routes: venture or development capital, investment funds, lending and government-administered programmes. A published minimum of C$10 million applies to initial development-capital investments, not to every service or programme. Product selection therefore matters as much as sector fit. The May 2026 Groupe Meloche transaction illustrates support for Québec aerospace industrial scale and international expansion: approximately C$65 million combined several government and IQ-related instruments alongside Novacap’s majority investment and the Rossi Aéro acquisition. That total should not be described as a single IQ equity cheque. For a dual-use or defence manufacturer, a useful approach is to define the productivity, acquisition, commercialization or export project, then establish the relevant financing source, instrument, conditions and Québec economic contribution.
