Fragmented defence acquisition processes can delay urgent capability delivery and obscure how domestic build, trusted co-development and foreign buy decisions will preserve Canadian control, workshare, intellectual property and through-life sustainment.

The Defence Investment Agency provides a coordinated pathway that prioritizes Canadian build where feasible, structured allied partnerships where useful, and foreign acquisition only with conditions that reinvest in Canadian capability and preserve sovereign control.
